2012 European seminar on funding strategies – seminar report available in English

HABITACT online policy bank going public

Following a decision made at the last steering group on 7 June, the online policy bank (originally accessible to HABITACT members only) will go public today.

The aim is to make this HABITACT resource available for other local policy-makers responsible for actions in the field of homelessness, giving an overview of different local policy approaches to the phenomenon.

The policy bank will be online at the end of today, and most entries will be uploaded during the week as different policy-makers send in their amendments and updates.


Amsterdam research project on governance of local homelessness policies

Nienke Boesveldt from the city of Amsterdam is carrying out comparative research on differences and similarities between local action on homelessness (policies, structure, management, instruments, quality of service provision, policy outputs and outcomes) in three big cities. Nienke presented an outline of her research at the last HABITACT steering group - see enclosed as well as more in the HABITACT website members’ area. Amongst other things, she highlighted the “wicked” nature of homelessness as defined by Horst Rittel and Melvin M. Webber in relation to social policy: due to complex interdependencies, the effort to solve one aspect of a wicked problem may reveal or create other problems (Rittel and Webber, 1973).
